The Benicia City Council took its first steps to combat climate change by authorizing the City to conduct greenhouse gas (GHG) emissions inventories, set reduction targets, develop a Climate Action Plan (CAP), implement the plan, and measure and verify results.

Benicia completed its Climate Action Plan (CAP) and the City Council adopted the plan on September 15, 2009.  This made the City the first in Solano County to adopt a CAP. Since then, the City has implemented a number of CAP strategies focused on reducing GHG emissions community-wide.
