Zoning Administrator

The Community Development Director or her designee serves as the Zoning Administrator. The Zoning Administrator issues land use permits that are minor in nature and include specific findings of fact to support the decision, and may include specific conditions of approval. Some Zoning Administrator permits are administrative determinations, while others require a noticed public hearing.

The Zoning Administrator reviews and makes administrative determinations regarding:

  • Interpretations of the Zoning Code
  • Zoning Conformance
  • Administrative Approvals

The Zoning Administrator serves as hearing officer and conducts public hearings to review and render decisions regarding certain discretionary permits, including minor:

  • Variances
  • Use Permits
  • Design Reviews
  • Tentative Parcel Maps

Meetings & Determinations

Zoning Administrator Hearings are publicly noticed per the Municipal Code and held as needed at Benicia City Hall in the Commission Room located at 250 East L Street, Benicia, CA 94510.
