An appointment is required for any business to be conducted at the Development Services Counter.

City Hall is open from 9:00 A.M. to 4:00 P.M. If you require entrance to City Hall offices outside of these hours, please see contact information below or call 707-746-4230.

All visitors shall be required to enter City Hall from East L Street through the door located on the left (East) side of the building closest to the Post Office. Please check in with the staff person at the designated Welcome Window.

You will be required to wear a face covering over both your nose and mouth for the duration of your visit to City Hall. Please maintain six feet of social distance at all times. Do not visit City Hall if you are experiencing symptoms of COVID-19. Appointments can always be rescheduled.

 


 

Community Development is comprised of two divisions: Building and Planning. The Community Development Department is responsible for updating and implementing the General Plan, which provides the policy framework for development in the community. It also is the permit-processing center for the City through which all development applications are reviewed and analyzed, prior to receipt of necessary approvals. Other duties include reviewing and coordinating comments on pertinent County and regional plans and environmental documents that have implications for Benicia. Community Development is open from 9:00 am to noon and 1:00 to 4:00 pm Monday through Thursday, and alternating Fridays.  City Hall is closed on legal holidays. Building Inspectors and Planners are available to answer questions by appointment or by phone during business hours.
