Objective Standards for Mixed Use and Multi-Family Housing
In 2019, the City of Benicia adopted objective standards for mixed-use and multi-family housing. The standards for multi-family housing design are intended to advance Benicia’s aesthetic and community character, while complying with State law. State legislation, like the Housing Accountability Act (HAA), encourages the approval of multi-family housing development that meets objective standards set forth by the jurisdiction. Additionally, Senate Bill 35 requires streamlined review and approval for certain multi-family and mixed-use projects where affordable housing is provided. The standards were updated by a City Council amendment in January 2021.
The City is in the process of further refining the standards to ensure that they respond to the priorities of the community.
