Bicycle Program

VTA Bicycle Program

In 1998, VTA implemented a comprehensive Bicycle Program committed to improving the bicycle infrastructure throughout Santa Clara County, and to enable and encourage people to bike to work, school, errands and for recreation. The Bicycle Program provides facilities, services, and programs dedicated to make bicycling a safer and more practical option for Santa Clara County residents and visitors.

VTA is a strong proponent of bicycle commuting and allowing bikes and transit to work together seamlessly. Since 1996, all VTA buses are equipped with bike racks and since 2004 all light rail vehicles have internal racks. In addition to bringing bikes on board transit, bike commuters have access to secure bike parking systemwide. Bike racks and bike lockers have been installed in nearly all VTA Park & Ride lots and Transit Centers and bike parking demand is continuously monitored. VTA is now in the process of implementing a new e-locker system to address the high demand for bike lockers that currently exceeds the existing supply.

The Bicycle Program is constantly looking for ways to expand and improve its current bicycle programs and promotions. Greater emphasis is being placed on developing new programs to enhance education and outreach, pedestrian projects, bicycle/pedestrian collision monitoring, and improving overall biking conditions in Santa Clara County. New state legislation on Complete Streets and Greenhouse Gas Emissions will undoubtedly create new opportunities for the VTA Bicycle Program to contribute to solving the region’s transportation challenges.

Countywide Bicycle Plan Update

Overview

In addition to providing transit service for Santa Clara County, VTA serves as the county’s Congestion Management Agency and is responsiblefor long-range transportation planning, including planning for bicyclists. Currently, VTA is inthe process of updating the Countywide Bicycle Plan, which was last adopted in 2008. The updated plan will guide bicycle projects in the County through the next 25 years.

Plan Purpose

The updated plan will identify bicycle capital projects and bicycle policies that are likely to increase the number of people bicycling and reduce the miles people are driving over the next 25 years. To meet this goal, VTA will be working closely with members of the public, city staff, elected officials, and businesses to identify bicycle projects that will encourage more people to bike. VTA’s updated Countywide Bicycle Plan will include a robust set of projects and innovative designs that provide measurable transportation benefits. The Plan will also include strategies for implementing bikeway projects. Soon after adoption, VTA will begin collaborating with cities and the County to implement the plan.

2008 Countywide Bicycle Plan (CBP)

VTA adopted the Santa Clara Countywide Bicycle Plan (CBP). The CBP guides the development of major bicycling facilities by identifying Cross County Bicycle Corridors and other projects of countywide or intercity significance. The CBP complements Member Agencies’ bicycle plans, which focus on improvements at the local level, and incorporates other regional bike projects including the Bay Trail and the Bay Area Ridge Trail. The Bicycle Expenditure Program (BEP)

The BEP was first adopted in 2000 by the VTA Board of Directors as the funding mechanism for countywide bicycle projects. Approximately every four years, VTA updates the BEP Project List, which is a list of bicycle projects that can be funded over the next 25 years within the constraints of anticipated bicycle funding. The BEP project list is incorporated into the Valley Transportation Plan, Santa Clara County’s  Long  Range Transportation Plan, as the bicycle element of that plan. The funds programmed towards BEP projects come from a combination of funding programs.

The Bicycle and Pedestrian Advisory Committee (BPAC)

 

The BPAC consists of 16 members representing each of the 15 cities and the county. It also has one ex-officio (non-voting) position for the Silicon Valley Bicycle Coalition. The BPAC advises the Board on funding and planning issues for bicycle and pedestrian projects. It also serves as the countywide bicycle advisory committee for Santa Clara County.

The Committee generally meets on the second Wednesday of the month, at VTA River Oaks Campus, 3331 North First Street, Conference Room B-104, at 6:30 p.m., or as otherwise posted here.

The Bicycle Technical Guidelines (BTG)

 

The BTG was first adopted by VTA in 1999. In December 2007, and again in 2012, VTA significantly expanded and re-adopted the BTG. The BTG manual is a set of optimum standards and best practices for roadway and bikeway design. They are intended to help Member Agencies in providing optimal bicycle accommodation and ensuring that bicycle planning as well as roadway planning remains consistent countywide. The BTG is the complementary companion to the Countywide Bicycle Plan (CBP) and the Bicycle Expenditure Program (BEP) and should be used as a resource by both roadway and bikeway planners and designers.

The BTG will continuously be updated as the need arises. Revised individual pages should be downloaded by manual holders in order to have the most recent and updated version available.
