Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, May 27, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2021-001698CUA: 340 Fell Street – north side of Fell Street; Lot 011 in Assessor’s Block 0817 (District 5) - Request for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 761 to authorize a merger of three existing tenant spaces, totaling 19,457 square feet, used as automotive repair to create a single non-residential (automotive repair) use greater than 2,999 square feet in the NCT (Hayes-Gough Neighborhood Commercial Transit) Zoning District and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-012888CUA: 3129 – 3129 & 3141 Clement Street – south side between 32nd Avenue and 33rd Avenue; Lots 024A and 029 in Assessor's Block 1464 (District 1) - Request for Conditional Use Authorization pursuant to Planning Code Sections 710, 303, and 178(e)(2) to allow a use size over 3,000 square feet in floor area by merging an approximately 1,925 square foot commercial space (d.b.a. Links Bar and Grill) at 3129 Clement Street with an approximately 3,378 square foot commercial space (d.b.a. Akiba) 3141 Clement Street, to extend the hours of operation up to 2 a.m., legalize an outdoor activity area (at the rear yard area of 3141 Clement to allow outdoor dining up to 10 p.m.), and to modify the conditions of approval from prior conditional use authorizations. The combined commercial spaces of the restaurant and bar will consist of approximately 5,303 square feet of floor area. Some of the tenant improvements will include the following: new interior connection between the two commercial spaces; restoring the exterior front facade at 3129 Clement Street; and interior renovations (to add a new karaoke studio room and remodeling the bar area), installing a new ADA ramp for rear outdoor access, and removing the existing Akiba business signage at 3141 Clement Street. The project site at 3129 Clement Street and 3141 Clement Street are located within the NC-1 (Neighborhood Commercial Cluster) Zoning District and a 40-X Height and Bulk District. 2021-003760CUA : 4374 Mission Street – northwest side of Mission Street between Theresa and Cotter Streets; Lot 001 in Assessor's Block 6798 (District 12) - Request is for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 720, to establish a personal services use in an existing 600 sf tenant space on the ground floor of the subject property. The project site is located within the Excelsior Outer Mission Street Neighborhood Commercial Zoning District and a 40-X Height and Bulk District. 2020-009481CUA: 4034 20th Street – north side of 20th Street between Noe and Sanchez Streets; Lot 016 in Assessor's Block 3601 (District 8) - The proposal is for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 317, to demolish an existing three-story, 2,840 gross-square-foot, three-family dwelling and to construct two new three-story-over-basement one-family dwellings, each to be located on a new lot created through the subdivision of the existing 5,700 square foot (50’ x 114’) lot. A total of two Accessory Dwelling Units are proposed, one to be located in each of the new single-family dwellings. The project is located within an RH-1 (Residential-House, One-Family) Zoning District, a 40-X Height and Bulk District, and the Dolores Heights Special Use District (PC Section 241). 2019-017985DRP-05: 25 Toledo Way – between Mallorca and Pierce Streets; Lot 046 in Assessor’s Block 0486A (District 2) - Discretionary Review of Building Permit No. 2019.1001.3196 for construction of vertical and horizontal addition that would add a third and fourth story, a second residential unit, an additional car parking space, and two roof decks within the RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.
Persons who are unable to attend the scheduled Planning Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.
Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
