Instructions for Calling-In to a Meeting
- DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
- Enter the Access Code for this meeting: 187 155 2305 then press #. If prompted for an Attendee ID, just press #.
Please note: the Access Code will change for every meeting. - Stop and LISTEN.
- Wait for Public Comment to be announced (by Item # or for General Public Comment).
- When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
- Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
- Wait for your turn to speak.
- When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
- The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.
- Once your public comment time have ended, you will be moved out of the speaker line and back listening as a participant in the meeting (unless you disconnect).

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, May 13, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2019-021247CUA: 1537 Mission Street – located on the south side of Mission Street between 11th Street and Lafayette Street; Lot 082 in Assessor’s Block 3511 (District 6) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 156(f) and 303, permit a five-year extension of an existing, temporary Public Parking Lot use within the C-3-G Zoning District. The Project Site is located within the C-3-G (Downtown-General) Zoning District, 85-X Height and Bulk District, and the Van Ness and Market Residential Special Use District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-000886CUA: 575 Vermont Street – located on the east side of Vermont Street between 17th Street and 18th Street; Lot 006 in Assessor’s Block 4010 (District 10) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 317, to demolish the existing one-story single-family residence and construct a new, three-story, 3,318 square foot residential building containing two dwelling units, one accessory dwelling unit, and one off-street auto parking space. The Project Site is located within the RH-2 (Residential-House, Two-Family) Zoning District and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-000603CUA: 5 Leland Avenue – located on the west side of the intersection of Leland Avenue and Bay Shore Blvd; Lot 001 in Assessor’s Block 6249 (District 10) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 202.2, 303, and 712, to establish a new, 2,200 square foot Cannabis Retail use on the ground floor of the existing two-story mixed-use building. The Project does not include a request for an on-site smoking or vaporizing lounge. The Project Site is located within the NC-3 (Neighborhood Commercial, Moderate) Zoning District, Visitacion Valley/Schlage Lock Special Use District, and a 55-X Height and Bulk District. 2021-002990PCA [Board File No. 210287] – Temporary Closure of Liquor Stores in Polk Street Neighborhood Commercial District: Ordinance amending the Planning Code to provide that temporary closure of liquor stores in the Polk Street Neighborhood Commercial District (NCD) as a result of a major capital improvement project is not an abandonment of such use, and that relocation of such use to another location in the Polk Street NCD does not require a new Conditional Use permit; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public convenience, necessity, and welfare under Planning Code, Section 302. 2021-003184PCAMAP [Board File No. 210182] – 2500-2530 18th Street Affordable Housing Special Use District: Ordinance amending the Planning Code to create the new 2500-2530 18th Street Affordable Housing Special Use District (Assessor's Parcel Block No. 4014, Lot Nos. 002 and 002A), to facilitate the development of affordable housing at the site; amending the Zoning Map to rezone the lots from PDR-1-G (Production, Distribution, and Repair, General) to UMU (Urban Mixed Use) and to map the new special use district; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 302.. 2020-007734DRP-03: 3441 Washington Street – between Walnut and Laurel Streets; Lot 027 in Assessor’s Block 0996 (District 2) - Discretionary Review of Building Permit No. 2020.0807.1354 to construct new 2-story horizontal addition to the east side of the existing two-story over basement building and a new 1-story vertical addition with roof terrace. The existing building is approximately 4,841 square feet in size and with the proposed project the building would be approximately 8,575 square feet in size within the RH-1 (Residential House, One-Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.
Persons who are unable to attend the scheduled Planning Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.
Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
