At the behest of Congress, Scott Pruitt announced a new Environmental Protection Agency policy that treats burning wood, or biomass, as a carbon-neutral energy source. Climate change experts contend that the science isn’t settled and that the policy ignores the greenhouse gases that result from wood burning.

This is ridiculously anti-science. Measuring emissions from burning forest biomass is complicated. But calling it all carbon neutral is laughably wrong.
